Problem:

Set the default start year to 2018 (18/19).  Right now, it is defaulting to 2017 (17/18).

Solution:

Remind them LEVS start year defaults based on the following.

January 1, current year through August 31, current year defaults to last year.

September 1, current year through December 31, current year defaults to current year

Example:

Current year 2018

January 1, 2018 through August 31, 2018 uses 2017

September 1, 2018 through December 31, 2018 uses 2018
